Hurricane Igor landed in Newfoundland September 20-21, 2010 and dumped over 200mm of rain in less than 24 hours. The effect was hydraulically overwhelming for two systems owned and operated by Newfoundland Power; the Lawn Hydroelectric Plant and Port Union Hydroelectric Plant. Meco was retained by Newfoundland Power to provide engineering support in rehabilitating the structures and quantifying the magnitude of the event and how it related to the performance criteria for the facilities. The reference design document for all work is the Canadian Dan Association (CDA) Dam Safety Guidelines (2007).
Meco's Services include:
The scope of work is generally summarized as follows:
-
Site visits for condition assessments, as necessary.
-
A hydrological review and assessment of inflows during the storm event.
-
A structural assessment of the existing dam to determine the level of safety.
-
Develop remedial options to ensure the structure achieves a satisfactory factor of safety.
-
Prepare tender and IFC drawings, specifications and construction support.
